HONG KONG AIRPORT: DISCUSSION WITH MR FLETCHER OF TRAFALGAR HOUSE

I met Mr Fletcher on 25 October at his request. He made it clear that he wished to speak to me without Sir Gordon Manzie present.

He said that Trafalgar House were becoming increasingly irritated with the Hong Kong Government's lack of decision and general approach on the project. This view was shared by Bechtel and by Trafalgar House's source within HKG (whom I know and respect). They were therefore disposed to concentrate on the Lantau fixed link and perhaps to drop out of the airport platform (leaving it to Gammon, their local Hong Kong company' and perhaps to Costain who continue to show enthusiasm). This would have the added advantage of enabling them to remain within the existing OPF allocation. Mr Fletcher went on to say that the airport platform contract was now of considerably less interest since the plant package (worth about £50 million) was to be let separately and was therefore unlikely to go to a UK bidder.

I said that this course sounded sensible and sketched out the action which we had asked Mr Heap to take with Sir David Ford.

On Manzie's future role Fletcher said that he would be asked to reduce to one day a week for the AJC and, in about a year and if HMG allowed (ex-PSA considerations), he could be put on to other Trafalgar House work. I said that I thought TH needed someone like Manzie; without him they seemed to lack the right touch with Government (viz the
