THE WAY ΤΟ MOVE FORWARD

The sucessful implementation of these infrastructure projects in Hong Kong will be a deciding factor on Hong Kong's future prosperity. It is too important not to consult the general public on such vital issues.

Hopewell Holdings Limited has adequate number of projects in hand. The Westem Harbour Scheme, with all the experts guarding their turf, is fairly low on Hopewell's priorities. We certainly do not cherish fighting these "experts" as our efforts are more productive elsewhere. But since Hopewell Holdings Ltd. is a Hong Kong based company, we owe it to the people of Hong Kong in explaining at least what kind of promised land the "experts" are leading us into. After all, if it is the Hong Kong people who would eventually have to pay for it, then Hong Kong people should have the right to know and be consulted. As advocates in the construction industry, we just want to outline the implications of the PADS SCHEME to the attention of the public.

Through consultation, multipicity of ideas will emerge. Concensus can eventually be reached so that a better SCHEME will materialize to the satisfaction of all. With that, let all Hong Kong people whose roots are here go forward and ask China for its blessing and co-operation. If China's blessing has been given to Macau, why should this be withheld from Hong Kong?

The public, if consulted, will surely be capable of offering better suggestions than either PADS or the Hopewell Consortium can offer.
