idging from past experience and the growing trend of more and more private sector

ticipation in infrastructural projects and BOTS we strongly believe:-

BE

THAT A MODIFIED PADS SCHEME CAN EXECUTED WITH 100% PRIVATE SECTOR MONEY. NOT A SINGLE DOLLAR NEED TO BE DRAWN FROM THE PUBLIC COFFERS, ENSURING THAT NO TAX INCREASE WILL BE RESULTED FROM THE IMPLEMENTATION OF THIS PROJECT.

ince Secretary Jiang has spoken on the wisdom of banquets, an example is given here n a modem day version of Gulliver's Travels describing a convention of businessmen 1 ordering dinner.

A very knowledgeable group of businessmen have had a long day, is now 7:00pm and › hungry. Seeing no preparations are in the works for dinner, several of the group embers who are in the restaurant business volunteered to the paid group leader (who as under him also very competent paid staff who understand food business to assist im) that it is late and that we better arrange dinner quickly. Since existing rrangments will not be adequate to cater for present and future members, it was uggested that the group should go to a different menu, order a simple but nevertheless illing dinner, in a close by restaurant where plenty of space is available. But the roup leader says that this is a matter of great importance and decided to hire three lifferent gourmet experts, from out of town, at great expenses, to investigate :-

(1)

how long before the present menu be inadequate for our future member

(2) Despite that there are spaces available in the close by restaurant, the group must go to another fancy restaurant B which is on the other side of town, via the only high-tech Rolls Royce available.

It is noted that the experts' fees are paid as a percentage of the restaurant bill. Not feeling comfortable with the arrangments, the volunteer members ask, and the experts

answer:

Q:

A:

It is a very expensive ride. What if the Rolls breaks down? You simply have to pay it. If the Rolls is out, please just walk.

A:

But restaurant B is expensive, and fully occupied?

Nevermind, we can pay the Headwaiter, disturb the other diners and kick them out to get our seats

But caviar is so expensive, shouldn't we have something less exotic? Yes, you can have that simple alternative in day no. 2011, but for tonight you must have that caviar dish!

At this point, the group's future guardian, fearful that the members will have to borrow from him to pay off the expensive dinner, expresses concern.

The volunteers members who know the food business, realizing that they will be hit with a very heavy bill, a very late dinner and an empty stomach, also showed concern. They think it would be appropriate to raise this question: Would the group leader please kindly consult the members? Through consultation perhaps we will find a menu which :

(2)

Whether the volunteers' suggestion to have dinner cheaply, quickly and adequately at the close by restaurant were reasonable.

(3)

What is the possibility of dinning elsewhere?

The gourmet experts took 3 hours to prepare the suggestions while all the members are nxiously waiting. Finally the group leader announced his decision to choose the 3rd expert's recommendation (no surprise) which specifies :

(1) Soup consomme and a very elaborate caviar dish (only a few shops in town can supply it). Exclusitivity makes the dish extremely expensive.

1.

we don't need the Rolls, just simple conventionally transportation will do,

2.

we do not have to pay so much to move the people out,

3.

we can have the dinner as soon as possible,

4.

we can fill our stomach and not feel hungary, we can have caviars in day no. 2011,

5.

we do not have to be presented with a heavy bill,

6.

we do not have to borrow from our future guardian to pay for this heavy bill

The volunteer members are pleading that they intend to be with the convention for a long long time while the experts would have been long long gone.
