4. THE PADS SCHEME AS ADOPTED BY GOVERNMENT
The PADS SCHEME sites the replacement airport at Chek Lap Kok. Port facilities will be Terminal 8 at Stonecutters, Terminal 9 at East Tsing Yi and additional terminals at Tsing Chau Tsai at the Northeast corner of Lantau, on reclaimed land and an artificial peninsula. (see Plan No. 2 & 3) The plan is to be implemented in stages, at an estimated cost of HK$127 Billion (US$16.3 Billion, 1989 prices)
Additionally, Government has scheduled to spend the following:-
Reclamation of Western Kowloon, Wanchi and Central Route 3 or (Route X) to connect with TIN SHUI WAI
HK$ 22.200B HK$ 14.000B
to complete the real PADS for an overall cost of HK$163.440B (HK$127.440B + HK$36.200B).

Since the PADS plan stipulates that the short (850m) SHAM TSENG MA WAN BRIDGE is not to be built until the year 2011, the one and only access from the urban area with the new airport will be via:

a new rail-road tunnel originating from Western in Hong Kong Island across Victoria Harbour,
going through a new reclamation area which covers about 80% of Western Kowloon onto Kwai Chung, Tsing Yi,
3) negotiate the tough terrain of Tsing-Yi Island with land tunnels,
4)
via TSING-MA BRIDGE (at 1430 meter span, the world's second longest suspension bridge), along the northern shores of Lantau to Chek Lap Kok.
The distance from Central is about 32 kms which is similar in distance to the existing Kowloon-Canton Railway link between Sheung Shui - Hung Hom of 31kms.

The PADS plan bears some striking resemblances to the Consortiums' Scheme on the Lantau N-E and port island island berths, the GREEN ISLAND KAU YI CHAU TUNNEL and the SHAM TSENG - MA WAN BRIDGE link. There was no mention of the Consortium's concepts (which are protected under the rights of intellectual property), nor at least the usual courtesy acknowledgement of the Consortium's efforts. Although million of dollars have been spent in preparing the proposal, the Consortium is, however, prepared to donate this for the benefit of the Hong Kong people. Perhaps the Consortium's efforts should warrant at least some mention from the Government.
