Container terminal facilities will be constructed on the eastern side and multi- purpose terminals on the western side.
Construct the Green Island road link from Hong Kong Island to the Port Peninsula crossing in a submerged tube beneath dual shipping channels. The carriageway would be dual two lanes for the submerged tube section and dual three lanes to the connection with the N. Lantau Expressway.

The Port Peninsula is to be developed in stages beginning from the Tsing Chau Tsai on Lantau Island. The rate of development will depend upon the demand for additional terminal facilities. The Green Island Link is not anticipated to be constructed prior to the year 2000.

Construct the Sham Tseng Tuen Mun combined road/rail facility on an off-shore viaduct 14 kilometres long. It would provide a dual three lane carriageway and two track MTR rail on the structure.
Construct 17 km of dual three lane carriageway and two track MTR on embankment from Tuen Mun to Lok Ma Chau.
Construct a 8.5 kilometres off-shore viaduct from Tuen Mun to the new port developments at Castle Peak with provision for a connection with a causeway/bridge highway to Zhu Hai. The viaduct to the Castle Peak area would provide for a dual two lane carriageway.

The scheme is independent of PADS and so the phasing would depend upon the availability of financing and the demand for access the new port facilities and the new developments in the North West Territories.
