Construct a new MTR line from the Lai King Station to Central on the West Kowloon Reclamation with stations at Tai Kok Tsui and Downtown Air Terminals at Kowloon and Central. This would generally be a two track main line with four track sections at the stations.

Construct the West Kowloon Reclamation Project. Relocate essential waterfront activities to the new shoreline of the reclamation.

Construct the 500 hectare Port Island in the center of the Western Harbour with channels at both Lantau Island and Green Island.

Construct facilities for 16 container terminals on the Port Island. Also provide space for public cargo handling areas on the shallow side of the island.

Construct an expressway and rail connection from the Downtown Airport Terminal in Western through the

Island Reclamation, under the Lamma Channel and across the Port Island to connect to the N. Lantau Expressway. The carriageway would be a dual three lane expressway and the rail would be four tracks.
