10. Mr Fletcher said that it would be easier to win support

from banks and investors if the consortium could secure

Chinese involvement. He wondered whether the time had come

to talk to CITIC and the Chinese Resources Corporation.

Mr McLaren said that if the consortium could get CITIC and China Resources to take a positive interest in the project,

this would help to increase the pressure on the Chinese

Government machine.
