(a) SHENZHEN AIRPORT
The Political
Adviser briefed the Council on
Its planned

taking 747s was under construction.
capacity by the year 2000 was only 3.4 million
compared to Kai Tak's present capacity of between
17-18 million passengers per annum. The airport
was expected to open at the end of 1991 and would
initially accommodate only domestic flights,
although the Chinese had expressed hope that
international services would start to use the
facility in 1993/94. But given poor communication
links with Hong Kong, it was unlikely that many
travellers to Hong Kong would use the airport and
it would not serve as an alternative to the new
Hong Kong airport. Details of the financing
