1. I submit a revised version of the statement on PADS

which it is intended that Mr Maude should hand over to

Ambassador Ji tomorrow evening. The paper has been revised

to take account of Mr McLaren's comments on the paper submitted by Mr Paul on 6 July.

2. Hong Kong have already set translation in hand, although

they have been warned that the paper is still subject to

Mr Maude's approval and that there may be further changes.
