- New airport and associated infrastructure are necessary for future prosperity of Hong Kong.

Kai Tak airport will reach saturation point by mid-1990s. Real diseconomies will arise if nothing is done soon.

Hong Kong Government have carefully considered the options and have taken detailed and expert advice. Clear from this that Chek Lap Kok is a good and viable site.

- Have studied financial consultancy reports. Have found them convincing. Believe Hong Kong Government is correct to seek major private sector participation and encourage this. Satisfied that financial plans are viable.

Hong Kong Government has sound financial reserves.

Revenue from redesignation of Kai Tak and surrounding areas will provide substantial revenue in due course.

Welcome high level of interest from major international consortia. Chinese firms keen to play their part where appropriate.
