Terms of Reference
To maintain an overview of the institutional and funding issues relating to the replacement airport project and associated works including the transport infrastructure.
To determine,and to monitor the packages negotiated for individual projects to ensure that the best possible terms and conditions are secured.
To review the phasing of funds for proposals to ensure that this is optimized particularly where Government resources are required.
For projects for which franchises may be offered, having regard to projected revenue streams, to advise on the terms and conditions of individual franchises that may be granted.
To identify and recommend institutional changes that may be necessary to ensure the smooth and effective implementation of the replacement airport project and associated works including the transport infrastructure.
