On 19 December 1989, after considering memorandum XCC (89) 169, Members advised and the Governor ordered inter alia, that an information note should be prepared on
the progress made to date on planning for the various components of the Port and Airport Development Strategy; the organisational

A Master Development Programme covering planning, feasibility studies, design and

This Master Development Programme, which has been developed using computer facilities, incorporates the implementation activities for individual projects, as well as the interdependencies between the projects. The programme will be used to monitor the progress of all projects and will be regularly updated.

Because the timetable for the airport and airport-related works is
is very tight, many activities are critical to the achievement of the target date of 1 January 1997. In this regard the master development programme has already identified a number of potential difficulties, particularly in the West Kowloon Reclamation area where the timing of the reclamation is critical to the construction of the airport railway and West Kowloon Expressway. The department s concerned are currently endeavouring to find satisfactory solutions to these potential problems.
