if the Chairman is not present, without affecting the

generality of section 15(4), the Deputy Chairman shall

be chairman of the meeting; or

if neither the Chairman nor the Deputy Chairman is

present, or if there is no Deputy Chairman, subject to

section 15(4), the members present shall choose one of

their number to be chairman of the meeting.

The quorum for a meeting of the Authority shall be the

number which is equal to

(a)

(b)

in case the current membership is an even number, half

the current membership plus 1;

in case the current membership is an uneven number,

such number as would equal half that membership were

the current membership then that uneven number plus 1.

Each member of the Authority present at a meeting thereof

shall have a vote.

(11) Every question for decision at a meeting of the Authority

shall be determined by a majority of votes of the members present and,

in the event that voting is equally divided, the chairman of the

meeting shall have a casting vote.

(12) Subject to having a quorum, the Authority may act

notwithstanding a vacancy among its members.

(13) (a) The Authority shall organize and regulate its

administration, procedure and business.

(b)

(i) The Authority shall hold such and so many

meetings as may be necessary for the

performance of its functions.
