(3) (a) If no appointment under subparagraph (2) is in force or
if the office of Deputy Chairman is vacant, the
Governor may designate an ordinary member to act,
subject to section 15(4), as chairman of the Authority
during any period during which the Chairman is absent
from Hong Kong or is otherwise unable to act as
chairman of the Authority.

A designation under this subparagraph shall cease when
revoked by the Governor or an appointment is made under
subparagraph (2), whichever first occurs.
Subsequent references in this Schedule to the Chairman
include references to a person to whom a designation
under this subparagraph relates.
(4) The remuneration (if any), expenses or other allowances (if
any) payable to, and the other terms and conditions of office of,
ordinary members shall be such as the Governor may determine and
different such terms and conditions may be so determined in relation
to different classes or descriptions of such members.
(5) An ordinary member may at any time resign from his office as
such member by letter addressed to the Governor.
(6) The Governor may by notice in writing remove from office any
ordinary member whose removal appears to him to be desirable for the
effective performance by the Authority of its functions.
(7) If the Chairman is absent from Hong Kong or is unable to act
as chairman for any other reason, the Deputy Chairman shall act as
chairman in his place.

At a meeting of the Authority
