1. The approval of a Foreign and Commonwealth Office Minister is required for the attached draft Order in Council to be submitted to the meeting of the Privy Council on 14 March (for which papers have to be with the Privy Council Office by noon on 7 March).
Recommendation
2.
I recommend that Mr Maude should approve the draft Order. If he agrees, he should write the word "approved" and sign his name in the place indicated at the head of the draft Order. Hong Kong Department concur.
Argument
3.
The Merchant Shipping (Liner Conferences) (Hong Kong) Order, which extends the United Kingdom's Merchant Shipping (Liner Conferences) Act to Hong Kong, refers in section 7(5) to two provisions of the Hong Kong Arbitration Ordinance. One of these provisions has been repealed and replaced in Hong Kong's Arbitration (Amendment) (No. 2) Ordinance 1989, and this Order will make the necessary consequential amendment to the Merchant Shipping (Lines Conferences) (Hong Kong)
Order.
4.
The terms of the draft Order have been the subject of consultation with Hong Kong who are content with it.
5. The Order is not subject to any Parliamentary procedure.
