A B 1. I attach the latest exchange of telegrams I have had

with the Governor about this subject. This confirms that

the loophole in Hong Kong legislation (allowing tourists to

export ivory up to 5 kilos in weight as personal effects) will be closed by 17 July, when the ban must come into

effect. The Governor will make the necessary amendment to

the Exemption Order. This is a satisfactory outcome.

2. Hong Kong will be briefing representatives of the UK

press about the amendment, stressing that Hong Kong

legislation is fully in line with the CITES Convention, and

in some respects even more stringent than the CITES Rules.

C 3. An Early Day Motion (for answer on 18 July) should help

us to set the record straight. In addition we shall be

arranging for an inspired PQ next week, as suggested by the

Secretary of State.
