understand is still with Hong Kong Department. I would stress however that IBB and BTC Hong Kong are now anxious to settle this matter as soon as possible. Chris Hayward in Hong Kong has faxed to us a suggested draft update, a copy of which is enclosed. It would be helpful for Chris to receive a copy of the draft revision, prepared some months ago by the FCO and on which IBB offered comments. Apparently he has not seen this as yet.

5 Could you please let Lorraine Johnson have your comments on the draft prepared by BTC Hong Kong, and any information on the action you propose, by 6 November? shall need to inform COP members at the meeting on 8 November when they may expect to receive the revised guidance on Hong Kong.
