COMMITTEE ON OVERSEAS PROMOTION (COP) GUIDELINES

1 I understand you have had several discussions over the last few months with Lorraine Johnson of the Far East Section of IBB about the proposed revision of the Annex to the above guidelines which covers Hong Kong.

2 Perhaps I should explain that the principal aims of the guidelines and COP itself - are to prevent wasteful duplication of inward investment activity by its members, and to ensure that activities of individual bodies are complimentary and incremental to the overall UK effort. Hong Kong is of course a special case and as such separate guidelines, under Annex A, cover the promotional activities of the members of COP in that market. We are at present updating the guidelines and intend to seek COP's approval of the proposed revision at the next meeting of COP scheduled for November.

3 With the draft revision of the overall guidelines complete and ready to put to COP, the need for urgent consideration of the existing policy towards the promotion of inward investment in Hong Kong is now pressing. As you know, the existing guidance on Hong Kong, which dates back to 1985, is very out of date. We are therefore unable to include the Annex on Hong Kong in the papers tabled at COP for consideration. Any updated note could not now be cleared by FCO, BTC and IBB in time for the November meeting. It is essential therefore that we have a revision of the present policy agreed so that we are in position to seek COP's approval at the next meeting to be held in February.

4 There has been some delay in receiving Ministerial approval to the draft revision on Hong Kong which I
