such a distinguished City audience this afternoon.

and that is generally
comforting. But it does not diminish the challenge,
because those familiar faces belong to some of the most
informed and possibly, most critical minds
most critical minds in the business
world today.

When I delivered my Budget earlier
earlier this month I
said, and I shall quote myself if I may : "Hong Kong
remains exposed to many uncertainties, but in those
uncertainties, there are opportunities to be grasped.
we respond will be the measure of our success.
concluded by saying that the coming years were rich in
promise, and that the skills, drive and resourcefulness for
which Hong Kong is famous would not fail us at this point
in time. These words were not spoken lightly. We who live
in Hong Kong, particularly those of us who are engaged in
putting the future together, are acutely conscious of the
