The main draft Bill is concerned with disciplinary and related matters and is of no interest from the FCO's point

of view. However, the proposed additional clause would, if

inserted, adversely affect the Gurkhas. The brief therefore

concentrates on this clause, although the likelihood is that it will be dropped anyway.
