Review of the Garrison Withdrawal Plan

I have recently received from Ian Hamill at HQBF a copy of the outline, viz. chapter headings and summary contents, of the Garrison Withdrawal Plan Review. You will know of CBFs intention to consult the Hong Kong Government, at the working level in the first instance, on those parts of the Review in which we have an interest.

I note that the section on the political

perspective is to be drafted by SEC (O) (C), the Civil Adviser HQBF and the FCO. Since you will obviously have a key role in determining the content of this section, I am writing to ask that we be consulted on this aspect as early as practicable, and be afforded adequate time in which to comment on drafts prepared. Will you please confirm that this is possible?

On the basis of the timetable noted in the Review, we would expect to consult ExCo with a sanitised version between 3 November and 3 December 1991.
