I remain of the view that the best way to unravel this

is at the working level with the MOD. I do not think we are

in a position to set Lord Caithness up

for a general

discussion on military matters as they relate to Hong Kong.

Also, I understand the MOD are about to embark on an update of the Garrison withdrawal plans so the timwould not be ideal. And further, if we were to set up a Ministerial

meeting, we would have to go over the ground with officials

in the first place so why not do so anyway?

for further brokerage with the MOD.
