Please refer to Mr Sharp's minute of 26 June. We have the following amendments to the Hong Kong Political Background Brief:

(a) Paragraph 6: spelling correction to "delegation". Amend last line to read "Telegram to Peking, Hong Kong and UKREP JLG Hong Kong".

(b) Paragraph 9: delete "Whi" at the beginning of the second sentence.

(c) Paragraph 10: add "there has been a recent example of them doing so."

(d) Paragraph 11: amend last sentence to read "... the Government of the United Kingdom is responsible for the Administration of Hong Kong. The provisions of the Joint Declaration are now reflected in the Basic Law a Chinese law promulgated by the National People's Congress in April 1990 which will act as a mini constitution for the Hong Kong Special Administrative Region after 1997."

2. I do not know what the procedures are for circulating this guidance. But you should be aware that the World Ministerial Drugs Summit in London in April, Hong Kong was listed in the list of participants under United Kingdom Dependent Territories and Crown Dependencies. The Chinese duly protested and we responded in line with the guidance (my minute of 11 April to Ms Yeoman, NCAD is attached).
