Thank you for your letter of 15 October to my colleague John Hague about a visit by members of your International Relations Course to this department on Monday 12 November.

I am head of the future

I should be happy to receive the group. section in Hong Kong Department, dealing with the implementation of the Joint Declaration, the Joint Liaison Group and preparation for the transition in 1997. I would be free at any time on

12 November, but would prefer an afternoon appointment. I should be grateful if you could let me know when the group would like to

call.

As preparation for the session, I enclose for the group a copy of the Sino-British Joint Declaration, the Basic Law of the Hong Kong Special Administration Region, the Hong Kong Department background brief and a COI background paper on Hong Kong. Please let me know if you think the group will require other information.
