Answer:

Chinese government has good record of adherence to

international agreements and observance of international

obligations, why enter into such a major new one if they had no intention of observing it

China has on many occasions recently reaffirmed its commitment

to the "one country, two systems" policy.

China has a massive economic and political stake in Hong Kong.
