HONG KONG DIRECT ELECTIONS: CABINET MINUTE

1. We discussed on the telephone a minor inaccuracy in the Cabinet conclusions extract of a meeting of 22 February (attached). In paragraph one of the extract it is stated that "in February 1988 the then Foreign and Commonwealth Secretary had proposed, in a Government White Paper, that 10 seats out of the 60 in the Legislative Council should be filled by direct elections in 1991". In fact, the Hong Kong Government White Paper of February 1988 stated only that 10 directly elected seats would be introduced; it did not specify the total size of the Legislative Council and indeed implied that it would remain as in 1988 - 56 members.

2. In fact, it has now been decided that the 1991 legislature shall consist of 60 members. The inaccuracy is thus not of great significance, but I thought you should have a record for your files. I apologise for the delay in bringing it to your attention.
