Mr Leonard Hay

Conference Secretary

The World Ministerial Summit to Reduce the Demand for Drugs and to Combat the Cocaine Threat

Dear Sir:

I noted in the "Provisional List of Participants" issued at the Opening Ceremony on 9 April that Hong Kong was listed under United Kingdom Dependent Territories and Crown Dependencies. That was incorrect.

In its letter to the U.N. Secretary General in 1972, the Chinese Government stated that Hong Kong was not a colony and should not be listed as such but was an integral part of China. This was recognized by the U.N. In the Joint Declaration of the Government of the United Kingdom and the Government of the People's Republic of China, it was explicitly stated that the Chinese Government will resume its exercise of sovereignty over Hong Kong on 1 July 1997.

It is hereby requested that the above incorrect listing be duly corrected.

Sincerely yours,

DEARK

(Ji Chaozhu)

Ambassador of the People's

Republic of China
