(b) The second phase of the

localisation exercise will involve expanding the (first stage) Civil Aviation Ordinance to cover more difficult areas (e.g. providing the powers necessary to give effect to the Chicago Convention) and the localisation of the Air Navigation (Overseas Territories) Order 1977. The Order is itself complicated legislation containing over 90 articles and 16 schedules, and will be localised as three sets of subsidiary legislation.

The UK has agreed that pending the localisation

of the 1977 Order, HK may still propose amendments

that are essential to the continued and effective

application of it to Hong Kong.
