5. The Senior Chinese JLG representative is Ambassador Guo Fengmin. He is a senior diplomat, formerly Chinese Ambassador to Bonn. A meeting with Lord Caithness would

help to underline the importance we attach to the work of

the JLG; and would also enable us to draw attention at an appropriately high level to the issues we particularly wish.

London in June 1987, the Senior Chinese JLG Representative

called on the then Minister of State in the FCO.
