LORD CAITHNESS BY THE SENIOR CHINESE REPRESENTATIVE

Problem

Should we invite the Senior Chinese JLG Representative to call on Lord Caithness during next month's meeting of the Sino-British Joint Liaison Group?

I recommend that Ambassador Guo Fengmin should be

invited to pay a short courtesy call on Lord Caithness.

Background

3. The sixteenth plenary meeting of the Sino-British Joint Liaison Group will be held in London on 25-28 September.

4. We hope to make progress at the meeting on a number of issues affecting the future of Hong Kong. The indications are that we shall be able to reach agreement on some issues, but that progress will not be as rapid as we would like.
