1. Please refer to Mr Martin's teleletter of 11 March. You kindly agreed to co-ordinate a joint response.

2. We have no objection to the proposal that a potion of the third floor of the JLG Hong Kong offices be sublet to the Hong Kong Government. It will be necessary however to rearrange our physical and technical defences to accommodate this change, particularly as the new tenants will be unable to use the existing rear fire exit stairway as their main entrance. The following rearrangements and new measure should apply:
a) There is no objection to the tenants sharing and using the lifts. we can agree to them retaining a key to the roller shutter.
b) A door should be inserted in the wall adjacent to the lavatories next to the drivers room for the tenants to access their offices.
c) The existing corridor door giving access behind the reception (to be designated as a fire exit) should either be replaced by the modified oxford door at the top back stairway or strengthened by fitting stout barrel bolts to the inside surface. Existing access controls to be discontinued.
d) The existing entrance leading to the spiral stairway (ie confidential area) should be accorded full protection in the form of a cambridge door and masking door under PBCL. Present arrangements may be discontinued.
e) The present IDS control (located within the airlock) should be moved into the spiral staircase behind and protected by the Cambridge door.
f) We are unable to agree to rooms 301 and 302 becoming full time confidential offices though we can agree to them be used a reading rooms for use by BTC staff.
g) The second secretary should be moved to the conference room, as post suggest.

ID coverage will not be required on the third floor (except for a contact/sensor on the new cambridge door) and should be withdrawn. Coverage need only be confined to the internal stairwell and fourth floor. We should be grateful if TSD would note this requirement.
4. Once finalised it would be helpful (for planing purposes) if you could arrange for us and TSD to receive a sketch layout showing these changes with a programe of works. In the meantime I have asked our security-equipment section to reserve a left hand cambridge door.
