HONG KONG: MULTILATERAL TREATIES: CUSTOMS
1.
We have now received the final batch of Customs papers from Hong Kong (telnos 3499-3502). As with the previous papers I should be grateful for your comments and in particular for the answers to the questions in paragraph 2 of telno 3499. I should also be grateful if you could let me know the Depositary of the three conventions in paragraph 1 so that I can obtain copies of the relevant Instruments of Ratification and Notification.
2. As I discussed with you on the telephone, we have been considering ways in which this work might be reduced with future batches of treaties. Hong Kong have indicated that it might not be necessary to produce a separate paper for each treaty, and Tony Aust of UKMIS New York, in a letter of 14 November (copy attached), has suggested that we need not give the Chinese copies of the original Instruments of Ratification and Notification. I hope that this may streamline our work in future.
3.
(For Ms Foakes). These papers follow closely the pattern of the previous papers on Customs Treaties which you have seen. I assume that, as with the earlier papers, there are no legal points arising.
