I agree that we should adopt a generous approach in order to force the Soviet Union to do likewise.

But we would need to consult the Government of Cyprus before offering to include our bases there. We would also need to reassure the Caribbean dependencies that, in the unlikely event of someone wanting to overfly them, we would if necessary bear the burden of the administrative arrangements.

If the Russians try to widen the net to cover US bases in the Philippines etc, we may face a problem with Belize, but that does not affect the decision facing us now.
