on third countries' territory are included. If literally interpreted, the formulation of "North America and Asia, as well as in Europe" in respect of the UK might cover Hong Kong, Bermuda, Gibraltar, the Cyprus SBAS, and, possibly, Diego Garcia, Ascension and our dependent territories in the Caribbean. All of these, except our Caribbean dependencies, have military installations of one sort
or another.

As regards our other Allies, the standard for scope of application has been set by a US declaration that it will not exclude any territory over which it has sovereignty: Hawaii, Puerto Rico and Guam would be covered. Others may be more restrictive: Spain wishes to exclude Ceuta and Melilla in North Africa; the Netherlands to exclude the Antilles in the Caribbean; Portugal has said she may exclude Macao, and the French propose to include St Pierre et Miquelon off Newfoundland but have not yet pronounced on their territories in the Caribbean.

In terms of the operation of an Open Skies regime and our arms control objectives, UK has an interest in following the US example (Such and permitting as much access to our territory as possible. an approach may also help consolidate our bid to play a significant role in the conduct of NATO inspections.) The Cyprus SBAS and Gibraltar should not cause us difficulty: they are likely to be covered in the CFE agreement, including the aerial aspects of verification. There should not be insuperable local sensitivities the SBAS could theoretically be overflown without infringing Cypriot airspace (though this might be difficult in practice, and we should have to tell the Cypriots what was proposed); and as NATO members will undertake not to overfly each other's territory, there should not be sovereignty disputes. The question of inclusion of our Caribbean territories rests more on political factors than security
We ones: in the spirit of openness we should try to include them. would be obliged as Open Skies will involve issues relating to the control of airspace which is not one of HMG's reserved responsibilities to consult local governments, in advance, though we would seek to persuade them to agree to inclusion.
