This is to cover the time gap between the introduction of the Ordinance and the issue of the

first licence. This is

necessary because a licence is required even for "procuring the launch of a space object". However, AsiaSat may be considered to have procured a launch in advance of the enactment of this Ordinance. Section 32 of Cap. 1 is

relevant.
