Ordinance applies begun
before the commencement of this Ordinance may be carried on without a licence under Section 4 for six months after commencement; but Section 16 to Section 22 (directions and action to secure compliance with international obligations) should still apply to such activities.

This is to cover the time gap between the introduction of the Ordinance and the issue of the
first licence. This is
necessary because a licence is required even for "procuring the launch of a space object". However, AsiaSat may be considered to have procured a launch in advance of the enactment of this Ordinance. Section 32 of Cap. 1 is
relevant.
Application to Grown
31. Save as otherwise expressly
provided, this Ordinance does not bind the Crown or apply to the activities referred
to in Section 4 above carried
on by the Crown.
