(a) First Page.
"For and on behalf of the Governor" should
be replaced by "For and on the instructions of the
Governor'
(b)
Condition 1.2. We prefer to retain this condition
amended as follows: "The Governor shall be entitled to
terminate this Licence after 31 May 1990 in the event
that the launch of the satellite has not taken place by
the date of termination." This formulation is preferred
because it allows greater flexibility for keeping the
licence in place in the event of launch postponement
beyond the specified date.
(c) Conditions 2.3 and 2.4. We prefer to combine these
conditions as follows: "Any other activities in outer
space in relation to the Satellite necessary or
expedient to carry on the Licensee's activities as a
provider of telecommunications satellite services
provided that any such activities have been specifically
authorised by the Governor in writin
