Your Telno 940 is helpful and we will consider the points made along with those included in your fax of today's date when drawing up the final licence.
In principle the majority of your points appear acceptable with the possible exception of those relating to condition 8
(Insurance). We should be able to let you have our views and a final licence by the middle of next week. Until we have concluded our internal discussions the draft licence should not be shown to Asiasat. Also Asiasat have yet to respond to my letter of 7 March requesting detailed changes be made to their proposed insurance arrangements.
Regarding the visit of Mr Au from 29 March to 4 April, I would suggest the necessary meetings could be accommodated in two days. Preferred dates would be 2 and 3 April. I would suggest meetings should take place with Mr Nicholas (BNSC technical expert), Mrs Darvell (BNSC Legal Advisor), Mr Inglis and me to cover the Outer Space Act and the licensing regime operated by BNSC. He may also find it helpful to have meetings with the FCO Legal Advisors or Hong Kong Desk. If you could let me know what is required as soon as possible I will endeavour to make the necessary detailed arrangements.
