On a separate point, the final draft insurance policy has been received a few minutes ago from Willis Faber & Dumas. I will consult our adviser as soon as possible and let you have our final view early next week.
Issuing the Licence
We had understood that for presentational reasons a Hong Kong official would sign the licence on the Governor's behalf. If you wish a BNSC official to sign the licence, it will be difficult to get a signed original to Hong Kong prior to the launch. We would suggest that once all outstanding issues are resolved we notify you and a Hong Kong official sign and issue the licence.
