Dear Deputy Secretary-General,
I trust that you are well. It is some time now since we have seen each other, and I hope that you will join me in the wish to expand the discussions which we have had in Beijing and in London.
You will remember that in January 1988, the ACLA was good enough to facilitate for me a meeting in Beijing with Mr Yue Xiang, the Secretary-General of the Commission for Legislative Affairs of the Standing Committee of the National People's Congress. At that meeting, we discussed a number of issues and agreed that discussions and dialogue between us on law would be beneficial.
I would very much like to return to the People's Republic of China to continue discussion in the same way with yourselves and with the Standing Committee, and I would like, if you will permit it, to ask you once again if you might be in a position to arrange meetings for me both at the NPC and at the Ministry of Justice. I am particularly interested in the situation concerning the drafting, interpretation and implementation of law in China.
The purpose of my trip will be to discuss legal questions and also the relationship of law to the process of administration. I have, for example, a text of the draft Administrative Litigation Law of November 1988, and would be keen to bear how its methods are intended to operate. At present, I hold a position with Britain's Royal Institute of Public Administration. The Institute was founded in 1922, and is a non-political body whose objectives are to advance the study of public administration and to promote the exchange of information and ideas.
