the Chinese that their preferably have a theme, focussing on a particular aspect, or

Hopefully, this would influence the composition of their future delegations. certainly would not wish to see the programme being used simply as an opportunity for Chinese officials to see the outside world. Except for Zhang and Cao, members of the delegation had never been away from the Mainland before.

As to the programme itself,

itself, the feedback We have had suggests that it might have been slightly too heavy. You will notice from the programme (also attached) that there were three consecutive full days of activities in

of the week, leaving the Chinese with relatively more free time towards the end. This could be easily rectified next time. I must say that, on balance, four full days out of seven must be just about right.

In keeping with the diverse backgrounds of the Chinese officials, it was fairly noticeable that most of them were interested only in those parts of the programme, that were most relevant to their particular work (e.g. DU Zhong Xing was much more attracted to the briefing by Correctional

to Services Department than anything else). This is quite understandable. It seemed that throughout the programme only the team leader felt interested or inquisitive enough (or perhaps obliged) to raise questions or to engage in discussions, whilst the rest of the delegation proved to be better listeners. We hope this could be avoided in future if, as suggested

suggested in paragraph 2 above, the next delegation comes with a better defined theme. need be, we could arrange a shorter visit.
