Legal Study Visit (LSV)

The latest LSV,

LSV, between 18 and 25 November 1990, went fairly smoothly. The following are some observations which, I hope, will be of use in planning future visits.

Our overall impression is that the latest visit might have been slightly off target. Instead of meeting our original objective of gradually developing a pool of knowledge among Mainland legal personnel about Hong Kong's leg al and judicial systems, the latest visit turned out to be more akin to a low-level "Sponsored Visit" for a diverse group of people with different backgrounds. Apart from the leader, Mr. Xu Jian, who has extensive legal training and background, the rest of the delegation were employed only on the periphery of legal/judicial affairs.

Although managed to compile a programme, mostly involving the work of the Attorney General's Chambers and some law enforcement agencies

(e.g. the Police, ICAC and the Correctional Services Department),

Department), the outcome of the visit was still far from what we would have wished (c.f. paragraph 4 below). For the next visit, we should perhaps remind the Chinese of the aim of the visit programme and attempt to influence the composition of their delegation. Of course, this might
