The pensions legislation is to be amended to count all service below the age of 18 years pensionable service for pension computation irrespective of the status of the officer (Category Α or Category B, pensionable or non-pensionable.)
The pension legislation is to be amended to give a more flexible definition of pensionable emoluments so that the Governor will have discretion to allow acting allowances to be taken into account for pension computation in exceptional circumstances.

Proposed pensioners welfare fund
A Pensioners Welfare Fund is to be set up to provide one-off grants to assist pensioners in genuine hardship.
Proposed War Service Credit Scheme
A War Service Credit Scheme is to be introduced to grant an addition to pension to officers in recognition of their war service in the Second World War.
