above proposal would not affect pension. payment of HM Government as all officers involved are either on local terms or overseas terms with a single service in Hong Kong.

A copy of the Hospital Authority Ordinance 1990 is enclosed for your reference.

The proposed Pensions (Special Provisions) Hospital Authority Bill is still being drafted. I will forward the amending legislation to you in due course.

The same arrangement will be made for government staff on transfer to the Vocational Training Council (VTC), which was set up in 1982 to co-ordinate the development of a comprehensive system of technical education and training in industry and commerce in Hong Kong

take over the technical institutes and industrial training centres.

None of the serving officers are transferred from UK or other scheduled, Government. Thus the proposal would have no implication on HM Government.

Civil servants, on transfer to VTC will be offered the option of either frozen pension terms or mixed service pension terms.

A Pensions (Special Provisions) Vocational Training Council Bill has been drafted to enable the extension of the pensions legislation to these transferred staff. A definite date for the effective transfer of staff to VTC has yet to be fixed, but it is expected to be in early 1991.

The Vocational Training Council Ordinance Cap 1130 and the proposed Pensions (Special Provisions) Vocational Training Council Bill are enclosed for information.
