The scheme involves payments based on 25% of the officers' then
salary. Two payments would be made in 1997: one as compensation f the loss of the Secretary of State's protection and one as incentive to stay on (up to 1997). Thereafter up to nine annual
payments of 25% of their salary would be available to officers who
