I enclose a copy of an article which appeared in the Hong Kong Expatriate Civil Service magazine quoting a letter from Mr. Maude when he served in your department. The letter was either not researched properly or was deliberately economical with the truth, hence my letter to Mr. Maude, also enclosed. It is of note that I was not favoured with an acknowledgement to my letter.
At a
time when the Conservatives are hoping for support from overseas voters I would have difficulty in recommending my friends still serving with the Hong Kong Administration to support the party. The expatriates serving in the Hong Kong Administration will judge the Party and Government on Mr. Maude's letter, which they know to be incorrect, and will vote accordingly.
