Hong Kong Disciplined Services Medal

The purpose of this memorandum is to request that the British Government be asked to extend the scope of the Royal Warrant of 1 August 1986

1986 instituting the disciplined services medal, to include the Independent Commission Against Corruption.

The basis of our argument behind this request is that much of the work of the staff of the ICAC is similar to that of the Government's disciplined services and particularly of the Police. They are investigating criminal offences which are often particularly complicated. They are subject to similar discipline. These facts are recognised by the establishing of an ICAC pay scale which is based on the Police Pay Scale, by the application of the Disciplined Services Overtime Allowance to ICAC staff and by the fact that the Standing Committee on Disciplined Services Salaries the advisory body for ICAC pay and conditions of service. In practice the only significant difference between the ICAC and the other disciplined services is that the ICAC is not a uniformed service. I do not consider this point is a valid argument for not extending the scope of the warrant to include the ICAC. Staff involved in investigations in other disciplined services do not normally wear uniform either.

As a number of our staff have worked previously in the Police and the other disciplined services, I would like such

such service also to count towards the period of service required for the medal.

As ICAC staff are for the most part on agreement terms, the numbers involved are not large. At the present time about 13 ICAC staff have served for 18 years in disciplined services. By 1992 when the ICAC will have in existence for 18 years (the qualifying period for the medal) 114 may become eligible.
