Submission to the Standing Commission concerning the Administrative Grade (Ad 6/21-C)

Seminar on the Management of the Administrative Grade (Ad 4/30-C)

Object

To revise the pay scale for AO, in the context of the overall grade review, so that more top-notch candidates, local and overseas, could be attracted to join the service

To seek the views of the Administrative Grade on the role, management and development of the Administrative Service into the 1990s

Latest Position

Recommendations made by the Administrative Service Association and the grade management concerning the pay scale for AOs have been agreed by a working group of the Standing Commission on

5 December 1989.

Final endorsement from the Standing Commission

will be sought on 11 January 1990.

A seminar was held on 7 December 1989 with 17 Liaison Group convenors, three AOs serving as heads of department and seven year representatives to discuss a draft Strategy Statement which includes views expressed by members of the AO grade at an earlier seminar held in February 1989. Response was very good and action is in hand to finalise the Strategy Statement and to undertake further consultation on individual items.

Localization (SPS 1/4)

To monitor the progress of localization in the public service and provide assistance to departments experiencing difficulties in this area

,

During November, a total of 20 overseas appointments were made (3 Crown Counsel 1 Valuation Surveyor, 1 Pilot I, 13 Inspectors of Police and 2 Confidential Assistants ), Over the same period, 27 overseas officers left the service bringing the strength of overseas officers at the end of the month to 2520, of which 495 were in the directorate.

Civil Service Training

To keep under review existing policies and recommend changes where necessary to meet the needs of the civil service

A consultant firm, Hill and Knowlton Ltd., conducted two pilot courses in media techniques for 20 senior officers at D3-D5 ranks. An evaluation will be made to decide whether more courses should be commissioned.
