To settle the dispute between management and staff and to ensure that appropriate contingency arrangements are made
Latest Position
Firemen (Operational) have demanded a reduction of their working hours (from 60 to 48). Off-duty firemen organised a peaceful rally and march in the Central District on 22 December 1989 whilst on-duty firemen launched a two-hour sit-in and a poster compaign simultaneously. The issue of working hours is being considered by the Standing Committee on Disciplined Services Salaries and Conditions of Service.
Hei Ling Chau Incident
The setting up of the Hospital Authority
To institute disciplinary action against five staff members of the Correctional Services Department responsible for the alleged use of unnecessary force on the Vietnamese Boat People in Hei Ling Chau on 19 July 1988
To ensure that appropriate arrangements are made for the staff affected
The Governor has agreed that the Senior Superintendent involved should be reprimanded under CR 56. Action is in hand to obtain the endorsement of the Public Service Commission and FCO. The adjudication under Prison Rules in respect of the other four officers is expected to be completed by March 1990.
Bridging-over terms for staff affected are being drawn up. At the same time, consideration is being given to whether it is possible to avold offering "abolition of office terms" to staff, but preliminary legal advice is that this can only be done through legislative amendments.
Civil Servants joining political organizations
To formulate policy guidelines on the issue of civil servants joining political organizations
An information note is being prepared for ExCo. The guidelines are expected to be announced around mid-January 1990.
