Now that HMG has announced the proposed right-of-abode scheme many civil servants are relieved that the suspense is at last over.
Most individual civil servants prefer to reserve their position pending sight of the details of the scheme. Following briefings by CSB and D of Am major staff associations have on the whole reacted in a responsible manner with their leaders showing considerable restraint in commenting on the scheme.
The disciplined services are generally content that they can expect a fair deal under the scheme. Disciplined services other than the Police members have asked that all disciplined services should be given equal treatment.
The Rennie Committee made no proposals for changes in the pay of directorate ranks in the disciplined services recommending that directorate pay be reviewed by the new Standing Committee on Disciplined Services Salaries and Conditions of Service on the basis of a job evaluation. The Standing Committee is expected to submit its recommendations in early February 1990.
The current phase of the Standing Commission's review involves detailed examination of the pay structure of some 124 grades in the Professional, Degree and Polytechnic Diploma groups, including doctors, nurses and social workers. The Standing Commission expects to complete this and submit a report in March/April 1990.
